If you come in at level 19 or your very early 20s, stick close to the guards to avoid being constantly Star Wars Galaxies credits. Most of the quests in Eltnen Fortress will keep you in the immediate surrounding area. The River Predators and Nature Balance will all have you killing local creatures keeping you pretty safe in your first trek out into these more dangerous lands.
