The small kobold camps
Kill them and gather 8 Tough Wolf Meat items to complete the quest. You should gain level 2 during this process. After defeating the wolves and obtaining 8 Tough Wolf Meat items, head north to the small kobold camps and kill 10 Kobold Vermin to complete the quest Kobold Camp Cleanup. Once Kobold Cam Cleanup is complete, you return to RF CP to turn in the Wolves across the Border quest.
